PAYING TRAFFIC FINES If you have received a traffic citation, you are to appear at Riverside Municipal Court on the date stated on your citation. If you desire a court hearing, or if a court appearance is required, you must appear on the court date and time shown on your citation. Certain citations may be paid without appearing in Court if you wish to enter a plea of guilty. Any pre-payment must be made 24 hours prior to the court date on your ticket. The Qualification Period To Run FOR THE 2025 MUNICIPAL ELECTION HAS CLOSED The next opportunity to run for Municipal Office will be in 2029 Alabama elections in mayor-council municipalities are conducted pursuant to the general municipal election laws pertaining to mayor/council cities and towns. These laws are codified at Sections 11-46-20 through 11-46-74, Code of Alabama, 1975. Absentee ballot laws applicable to municipal elections are codified at Sections 17-11-1 through 17-11-19, Code of Alabama 1975. Numerous changes were made to Alabama’s election laws since the 2020 municipal elections. Due to Alabama Senate Bill 119 passed during the 2021 legislative session and signed into law by Governor Kay Ivey as Act Number 2021-157, municipal elections that were on the same cycle as presidential elections were postponed 12 months, adding one year to the terms of the elected officials in office at that time. The terms of those elected officials expires in 2025. How Do I Qualify To Run For Office? Qualification to run for municipal office begins at 8:00am on Tuesday, June 10, 2025 and ends at 5:00pm on Tuesday, June 24, 2025. Candidates must complete a candidate packet in order to qualify. Candidate packets may be picked up at City Hall during business hours beginning June 10th. DECIDING TO RUN FOR OFFICE? Before making the decision to run for office, potential candidates should recognize that they have dedicated themselves to accomplishing the common goal of providing the city with the best leadership possible and understand that the primary factor in the City's success lies in the working relationship between the mayor and the city council to best represent the citizens of the municipality. Candidates should also understand the structure of municipal governments in Alabama, the limitations and restrictions on municipal power, and the extent of the authority a municipality may exercise. A Councilmember , in cooperation with other councilmembers, is granted legislative powers to determine the policies that will be followed in the administration to determine the extent of the governmental and corporate functions of the City. The Mayor is tasked with properly administering the ordinances passed by the Council, and is charged with the general supervision of municipal departments, programs, and facilities. Elected officials shall make themselves available to residents as needed. All elected officials are required to attend at least 2 monthly council meetings, complete 5 to 10 hours of training per year in core curriculum classes offered by the Alabama League of Municipalities(ALM), and attend overnight conferences as needed. Potential candidates should familiarize themselves with the various reporting and other requirements of the Alabama Ethics Commission, the Fair Campaign Practices Act, and the State. Office hours : Monday - Friday from 8:00am to 11:00am Contact us at revenue@riverside-al.com BUILDING PERMITS All construction work shall comply with the 2015 International Building Code FORMS If you are developing property, remodeling, adding or modifying land and/or structures located within the City of Riverside, there are several steps to follow: Check the zoning designation for the property you wish to develop. Visit our Zoning Map to determine the zoning designation for a specific property. Check the sewer, septic, & sanitation requirements for your property. Apply for a Zoning Certificate Apply for the applicable building permit(s). Commercial building permit Residential building permit For new construction, submit complete Building Plans to R&I Department As part of the application for a building permit, site plans must be approved . Once you have an approved building permit, you may apply for any additional building permits such as electrical, plumbing, mechanical, gas, etc., as required by the project. The City of Riverside inspects all construction projects for conformance to applicable building codes . To request an inspection, please complete the Inspection Form or call the R&I Department at 205-338-7692 ext. 3, during normal business hours. Upon completion of construction and when all inspections have been passed, you will receive a final Certificate of Occupancy. This is required to apply for a business license if this is a commercial property. Site Plan Review Process SUBMISSION CHECKLIST ____ Building Permit Application ____ Hard Copy of Site Plan ____ PDF Digital Site Plan REVIEW PROCESS (With Estimated Processing Time) STEP 1. Submission (1-3 days): Prior to commencing any earthwork or construction of any building or structure, applicants are required to submit an application for a Building Permit to the Revenue & Inspections (R&I) Department. Permit applications for excavation and/or construction shall be accompanied by a vicinity map and a site plan showing all pertinent information necessary to ensure the site will conform to the requirements of the Zoning Ordinance and also for erosion control. For Commercial construction: 3 copies of the site plan shall be submitted to the R&I Department For Residential construction: 1 copy of the site plan shall be submitted to the R&I Department Submitted site plan shall be signed by the Engineer and with Engineer's seal. Site plan shall be submitted to the R&I Department inside Riverside City Hall. Additionally, the applicant shall send a digital copy of the site plan to the R&I Clerk at revenue@riverside-al.com . The digital file shall be in PDF format only, in the appropriate page size (no larger than 11" x 14"), and with an appropriate scale. After submission, the R&I Clerk will notify the applicant of any other documents or forms that are necessary for the review. STEP 2. Application Fee (2-4 days): Before the application is sent for review, the calculated Application Fee will be invoiced to the email address listed on the application. Payment may be made online via the emailed invoice, or in person at City Hall. Once fees are paid, the application will be sent for review. STEP 3. Site Plan Review (2-7 days): Digital copies of the site plan will be distributed to the Review Departments consisting of the City Clerk, Fire Chief, and Building Inspector for approval. Each department will Site plans will also be submitted and reviewed, as needed, by the City Engineer, Police Chief, and Utility Superintendent. If the site plan is approved , it will be signed as approved by the Building Inspector. Upon receipt of approval, the site plan will be forwarded to the R&I Clerk and a permit may be issued. If the site plan is not approved , all comments regarding the plans made by the reviewing departments will be collected by the R&I Department and forwarded to the applicant. The applicant may contact the Revenue and Inspections Department at revenue@riverside-al.com to go over comments and possible solutions. Once all comments are addressed, the applicant shall submit a finalized physical site plan and a final PDF to the R&I Clerk. The final site plan will be signed as approved and will be forwarded to the R&I Clerk for a permit to be issued. Please Note: No Permit can be issued without first obtaining a Zoning Certificate for the property. It shall be unlawful and no person shall commence any type of construction of any commercial nor residential building, within the City of Riverside, without first obtaining a building permit from the City of Riverside prior to beginning any part of the construction. All contractors, subcontractors and others performing work or services in the City shall have a current business license prior to beginning any work. The following may be required prior to permit approval: All turnouts into State Highway 78 require a permit from the Alabama Department of Transportation (ALDOT). Floodplain Development Permit Job site requirements: The building permit shall be displayed in a prominent place on the building site. Toilet facilities for workers, employees, subcontractors and others is required to be placed on site at the beginning of construction unless such facilities are otherwise available. A Subcontractor List must be provided to the R&I Department, to include Business name and contract information, within 15 days of the permit issuance or 3 days from hiring, whichever first occurs. Road cuts for utilities of any type are prohibited. Application for waiver may be made to the Code Enforcement Officer. Any waiver requires a bond from a sufficient surety to guarantee repair to any roads or other City property damaged by the road cut. Spillage on the public roadway of materials shall be removed immediately and may be subject to an assessment for hazard materials clean up. Bins and dumpsters for construction trash and garbage shall be located in a suitable and safe location and shall be of sufficient size for trash and garbage that will likely be generated by the project. Location of such trash bins on the streets is prohibited. Mud, dirt or gravel shall not be tracked onto the public roadway from the site. In no event shall the project create a drainage problem for the adjacent land owners. A certified engineer's drainage plan may be required. All surface water runoff and control of silt from the worksite shall be maintained by the contractor. Work sites are to be kept in an orderly and clean manner.     City Clerk WHAT IS A CITY CLERK? From the earliest days of civilization, early settlers realized that they needed a way of recording legal matters like births, deaths, marriages and land purchases. They also realized that they needed to assign a person to perform those tasks and hold them accountable. That’s how the position of Municipal Clerk became one of the first and oldest local government positions. In Alabama, the position of the Municipal Clerk, also known as a City Clerk, has been deeply intertwined with the development of towns and cities since the 19th century. As Alabama municipalities formed after statehood in 1819, Clerks became indispensable figures responsible for maintaining continuity in government. As Alabama expanded, the responsibilities of the Municipal Clerk have grown significantly. Clerks became the primary custodians of municipal records, overseers of elections, and managers of legislative procedures. The City Clerk’s office is the central hub of local government. It serves all administrative and operational departments, as well as the Mayor, City Council, department heads, and the public. Each of these people and departments calls on the City Clerk daily for professional information or provide a service to them. In many municipalities, Clerks also handle accounts payable, human resources, zoning administration, and even event planning, making the position one of the most versatile in local government. Through many trainings and certifications, they continue to uphold the high standards the profession demands. In a publishing by the Alabama League of Municipalities it states: “A literal reading of the duties imposed upon the clerk by statutes and ordinances does not reveal that the office of the municipal clerk is the local intelligence center or that the clerk is relied upon by the governing body of the municipality, the people of the community, and the employees of the municipality, for accurate information concerning the welfare of the city or town.” Professor William Bennett Munro, an eminent political scientist of the 1900's, wrote in one of the first textbooks published on municipal administration: "No other office in municipal service has so many contracts. It serves the mayor, the city council, the city manager (when there is one), and all administrative departments without exception. All of them call upon it, almost daily, for some service or information. Its work is not spectacular, but it demands versatility, alertness, accuracy, and no end of patience. The public does not realize how many loose ends of city administration this office pulls together." Elected officials may only serve part-time and rotate in and out of office, the Clerk must ensure that the municipality’s records, actions, and legislative processes remain consistent and trustworthy. Although the role is often overlooked, Clerks remain essential to the daily functioning of local government. Through dedication, compassion, and responsibility to accuracy, fairness, and public service, a City Clerk helps ensure that every resident is supported and that their community’s government operates with integrity and care.
